MORTGAGE RATES EASE ON NEWS INDICATING CONSUMER SPENDING MAY SLOW
McLean, VA – Freddie Mac (NYSE:FRE) today released the results of
its Primary Mortgage Market Survey® (PMMS®) in which the 30-year fixed-rate
mortgage (FRM) averaged 6.35 percent with an average 0.7 point for the week
ending September 04, 2008, down from last week when it averaged 6.40 percent.
Last year at this time, the 30-year FRM averaged 6.46 percent.
The 15-year FRM this week averaged 5.90 percent with an average 0.6
point, down from last week when it averaged 5.93 percent. A year ago at this
time, the 15-year FRM averaged 6.15 percent.
Five-year Treasury-indexed hybrid adjustable-rate mortgages (ARMs)
averaged 5.97 percent this week, with an average 0.6 point, down from last week
when it averaged 6.03 percent. A year ago, the 5-year ARM averaged 6.32
percent.
One-year Treasury-indexed ARMs averaged 5.15 percent this week with an
average 0.6 point, down from last week when it averaged 5.33 percent. At this
time last year, the 1-year ARM averaged 5.74 percent.

should be reported along with average fees and points to reflect the total cost
of obtaining the mortgage.)
“Mortgage rates eased a bit
over the holiday-shortened week following release of economic data that suggest
consumer spending may slow,” said Frank Nothaft, Freddie Mac vice president and
chief economist. “The economy grew at an upwardly revised 3.3 percent pace in
the second quarter, boosted by the smallest trade deficit in eight years, and
residential fixed investment slowed growth by 0.6 percent, the least amount
since the same period a year ago.
“However, personal income fell 0.7 percent in July, the first decline
since August 2005 and will likely slow consumer spending in the third quarter.”

How to Find a Canadian Buyer
With so many American homeowners sitting
on the sidelines, it's worthwhile to try to attract a buyer north of the
border.

Thanks to a strong loonie and stable economy, Canadians are snapping up American homes faster than Wayne Gretzky hitting slap shots, as I write in today's Weekend Journal.
But since the supply of housing is so high, especially in the Sunbelt resort areas Canadians favor, it takes some effort to attract their attention. And even if you do, it can be hard to close the deal, since Canadians know how soft the American economy is, and realize that they have the upper hand in negotiations. "We don't have to compromise," says Marcel Sarrasin, a resident of Mont Tremblant, a resort area north of Montreal, who is house-hunting in Hilton Head, S.C.
Still, with American buyers sitting on the sidelines due to credit restrictions, it's worthwhile to try to tap into this eager pool of buyers north of the border. Here are some tips:
--List your home with American agents who target Canadians. Such agents are easy to find on the Internet, since they include information on how Canadians can navigate the American home-buying process. For instance, Florence, Ariz., agent Jessica Sulliman has a "Canadian Corner" on her Web site that features information on taxes, closing costs and legal issues, topped by two Maple Leaf flags that snap and wave in the virtual breeze.
--Throw in the furnishings. Many Canadians are buying homes during whirlwind tours staged by agents, lenders or investment groups. Since their time is limited, they often don't want the additional hassle of shopping for furniture, dishes or pots and pans, especially if they plan to rent the unit out soon after they close.
--Play up light-filled, formal spaces. Fort Lauderdale, Fla., real estate agent Elyane Encaoua says that unlike Americans, Canadians give formal spaces like living and dining rooms heavy use. Because they endure long, dark winters at home, they also put a premium on big windows and natural light. So pull back or eliminate curtains, and include lots of pictures of formal rooms in advertising and brochures.
--Offer seller financing. Canadians typically can't get mortgages from Canadian banks to buy U.S. properties. They can get loans from American lenders, but because of the added risk, lenders often demand as much as half of the purchase price as a down payment. See if you can offer a better deal, assuming the buyer's credit checks out. For a list of Canadian credit bureaus, go to canadian-creditreport.com/contact.htm.
--Watch for vultures. Search the Internet and ask local agents if there are any Canadian investment groups looking to purchase homes, and see if you can get on their list of homes to consider. For instance, in June, CBI Group, a real estate investment group, launched the Arizona Acquisition Fund, to purchase about 175 bargain-priced single-family homes over a year's time in the Phoenix area. The firm will rent the homes for five years, and then sell them.
